EU Associations push for equitable access to vehicle data in automotive industry

The European automotive and mobility industry faces a critical turning point, prompting Insurance Europe and several EU-level associations to call for regulatory action in ensuring equitable access to vehicle data, functions, and resources.

In a letter sent November 6 to the European Commission, these groups urged the swift implementation of complementary data access rules tailored to the automotive sector.

In the European automotive and mobility sector, there is a pressing need for equitable access to vehicle-generated data, which has the potential to revolutionise various services, including vehicle maintenance, safety, fleet management, and more, the letter noted.

Currently, vehicle manufacturers hold a privileged position as gatekeepers to this data, posing a significant barrier to competition and innovation. The proposed solution is to establish a regulated data access framework for vehicles that provides equal access to all market players, ensuring investments in both traditional and innovative services. Failing to do so could result in substantial annual economic losses.

This regulatory intervention is crucial as vehicle technology rapidly evolves, especially with the rise of software-defined vehicles and the transition to electric and autonomous vehicles, and without it, global standards may take precedence over European interests, the letter noted.

Nicolas Jeanmart, Head of Insurance Europe’s General and Personal Insurance Department, emphasised the importance of granting access to in-vehicle data, citing its potential to drive innovation in insurance services, enhance road safety, and promote sustainability.

Furthermore, having access to this data would enable the insurance industry to better comprehend and price the risks associated with emerging forms of mobility, such as autonomous driving.

Jeanmart stressed that drivers should have the authority to determine the use of data generated by their own vehicles, and he underscored the necessity of a targeted piece of EU legislation to achieve these objectives.
